This series of “reforms” was compatible with the ten points of the first version of the Washington Consensus of the late 1980s: total freedom of prices; indiscriminate opening to imports; liberalization of the financial market in terms of both interest rates and credit allocation; broad liberalization of international capital flows; reduction in the size of the public sector; privatization of traditional public enterprises; suppression of the majority of trade union rights; tax reform to reduce direct taxes; introduction of the first funded pension systems.
